# Ad account suspended or restricted: a Meta and Google recovery plan

Don't open a new account. Work out exactly what's restricted, fix the cause, finish any identity or verification step, and only then ask for a review. On Meta, the restriction and the review button live in Meta Business Support Home. On Google Ads, the appeal starts from the Contact Us link in the suspension notice. Nobody can guarantee reinstatement, us included.

The words matter. Meta restricts or disables business assets. Google suspends accounts, but it also pauses them for verification or payment checks and holds them for strikes, which Google names separately from suspensions.

## The first 24 hours

### Work out exactly what is restricted

On Meta, open [Business Support Home](https://www.facebook.com/business/help/254088759757736) on a computer, go to Account status overview and check the Outstanding tab. Meta's guide to [advertising restrictions](https://www.facebook.com/business/help/975570072950669) describes four levels.

- Business portfolio. It can't advertise, and its status affects the ad accounts it owns.
- Ad account. It's disabled, along with its ads.
- Page. It can't be used to advertise.
- Personal profile. That person can't advertise, and ad accounts where they're the only attached user may be disabled too. Other people in the portfolio may still be able to advertise.

Payment is a separate track. A [failed payment](https://www.facebook.com/business/help/268196136699959) pauses your ads and disables the ad account until the amount due is paid, and [unusual payment activity](https://www.facebook.com/business/help/1256440956255650) can limit your payment methods or automatic billing.

On Google Ads, the [suspension email](https://support.google.com/google-ads/answer/9841640?hl=en) names every policy behind it. Then check which state you're in.

- Suspended. Ads stop and the account is read-only until it's reinstated.
- Paused. The account stays paused until you complete [advertiser verification](https://support.google.com/adspolicy/answer/9703665?hl=en), or until an admin confirms a payment method or pays a balance. Google says a [payment pause](https://support.google.com/adspolicy/answer/13704200?hl=en) isn't a suspension.
- Temporary hold. Under Google's [strike system](https://support.google.com/adspolicy/answer/10922738?hl=en), repeat violations of certain policies bring a 3-day hold, then a 7-day hold, then suspension. A second or third strike needs a repeat of the same policy within 90 days of the previous strike.

### Don't open a new account to get around it

This can turn one problem into a permanent one. Meta's [Account Integrity standard](https://transparency.meta.com/policies/community-standards/account-integrity), which its [Advertising Standards](https://transparency.meta.com/policies/ad-standards/) apply to business assets, lets Meta restrict or disable ad accounts and portfolios created to evade an earlier removal, or owned by the same person or entity as a disabled account.

Google's [Circumventing systems](https://support.google.com/adspolicy/answer/15938075?hl=en) policy names creating new accounts to re-enter after a suspension as a violation. It's an egregious policy, so Google suspends on detection, without warning, and says you won't be allowed to advertise again. Google also says related and new accounts may be suspended, so get the original reinstated first.

Agencies, don't move a restricted client's spend into another client's account or your own. Meta requires a separate ad account for each client, and Google counts spreading violating ads across two or more accounts as circumvention.

### Gather what you'll need

1. The notice: a screenshot, the policy named, the date and the email.
2. An admin with working two-factor authentication. Only admins can request a Meta review or clear a Google payment pause.
3. That admin's ID and the payment method. Google may ask for proof of address and an image of the payment method, and Meta's identity step may call for an ID document.
4. Business documents. Registration, an official phone number or mailing address, and access to your business email or domain.
5. Proof for any brand or person your ads reference, such as contracts or written agreements.
6. Exports of campaign and billing reports. Google says you may lose access to a suspended account after an extended period.
7. Your 10-digit Google Ads customer ID, which [Google says](https://support.google.com/google-ads/answer/12864186?hl=en) to have ready when you contact support.

## Meta: where restrictions show up and how to request a review

### Business Support Home, also called Account Quality

Meta's help center calls it Meta Business Support Home, and its Advertising Standards call it Account Quality. Both link to facebook.com/accountquality. It also lets you check whether a message from a supposed Meta representative is real, so do that before replying. Google, similarly, says it never sends [unsolicited messages asking for your password](https://support.google.com/google-ads/answer/2375460?hl=en).

### Do the steps Meta asks for

Click the restricted account and read the What you can do section. Meta's [troubleshooting guide](https://www.facebook.com/business/help/422289316306981) lists four possible steps.

1. Confirm your identity. Meta's guide names this step without details, so have the admin's ID and your business documents ready.
2. Complete verification. The guide doesn't detail it, so follow what Business Support Home shows for your restriction.
3. Secure your account. Meta may require two-factor authentication to publish ads, including for users of certain business portfolios more than 90 days old.
4. Request a review, for a policy restriction you believe is wrong.

### Request the review

Following Meta's [review instructions](https://www.facebook.com/business/help/530209463124901), select Account status overview, then the restricted account, then Request review, and complete the steps. You must be an admin on the account. Meta says the review is typically completed in 48 hours, though it can take longer. Ads won't restart on their own, so turn them back on in Ads Manager.

Make each request count. Meta says the number of restriction reviews is limited and the decision is final once a review is complete, though asking again won't hurt your standing. If an ad account disabled for a policy violation stays ineligible for six months, Meta says it can't be reinstated.

A failed payment needs a payment, not an appeal. Go to Billing and payments, select the ad account, then Payment methods and Pay now. If it keeps failing, use Contact support in Business Support Home, which is where Meta's payment pages send you. Paid [Meta Verified for businesses](https://www.facebook.com/business/help/308979828303560) plans add chat and email support where available.

## Google Ads: suspension reasons, appeals and verification

### Why Google suspends accounts

- Egregious policies. Ten policies, including Circumventing systems, Unacceptable business practices and Counterfeit, suspend an account on detection with no warning. Circumventing systems covers cloaking, suspension evasion and false verification information. [Unacceptable business practices](https://support.google.com/adspolicy/answer/15938071?hl=en) covers implying affiliations you don't have, offering what you can't deliver or aren't licensed to provide, and impersonating brands or public figures.
- Other misrepresentation rules. Unacceptable business practices sits inside Google's [Misrepresentation](https://support.google.com/adspolicy/answer/6020955?hl=en) policy. Another part, [Misleading representation](https://support.google.com/adspolicy/answer/15936666?hl=en), covers your identity, affiliations and business name, and comes with a warning at least 7 days before any suspension.
- Billing and payment. Unpaid balance, [suspicious payment activity](https://support.google.com/adspolicy/answer/15983318?hl=en), chargebacks and promotional code abuse. Google lists suddenly using several new cards, declined payments, chargebacks and unclear card ownership as warning signs.
- Unauthorized access. Google suspends temporarily to block unauthorized charges and links a form to report it.

### How to appeal

1. In Google Ads, select the Contact Us link in the suspension notice at the top of the screen. The appeal form opens on the right.
2. If asked, complete advertiser verification first, under Admin, Policy, Account. Some selected advertisers must pass it to appeal, and after 3 failed identity attempts they can't appeal at all.
3. For a billing suspension, Google may ask you to verify each payment method within 30 days. Start from Complete Payment Verification in the right-hand panel.
4. File a separate appeal for each suspended account, including related ones.
5. Wait for the outcome by email. Clicking Contact Us again just shows Appeal pending. If rejected, you can appeal again the same way.

### Timing, limits and verification

Google's suspension pages don't give a turnaround time for appeals. You have at least 6 months from the suspension date to appeal, and Google reinstates accounts only in compelling circumstances, such as a mistake. Too many appeals for one suspension may go unprocessed, and signs of misuse stop certain appeals being processed for 7 days.

Google says every advertiser will eventually have to verify. [Verification deadlines](https://support.google.com/adspolicy/answer/15588490?hl=en) can't be extended, reviews take up to 5 business days, or up to 30 days in rare cases, and an organization name that doesn't match your documents is one reason Google gives for a failed task.

## How to prepare an appeal

### What to fix first

1. Secure the account. Turn on two-factor authentication, remove users you don't recognize and check recent changes.
2. Fix the named cause in the ads, landing page, business details or payment method. Google asks you to apply each policy's best practices first and to make sure linked and related accounts comply.
3. Complete every verification step the platform asks for.
4. Then ask for the review, once.

### What evidence to include

- What you changed, with dates and URLs.
- Your legal business name exactly as on your documents, and a site with an About page and current contact details.
- Proof of any relationship you claim. Google's examples are contracts, written agreements, credible news coverage and public statements from the brand.
- Who owns each payment method, and why any payment was declined or charged back.
- Why you have more than one account, how any linked suspension was resolved and, after a recent agency switch, your past Google Ads history.

### What not to write

- Arguments that the policy is unfair or that competitors do worse. Reviewers judge your account, not anyone else's.
- Guesses. If you don't know the trigger, say what you checked and what you changed.
- Anything false or altered. Google treats false verification information as circumvention, and Meta says false or misleading information can cost you [business verification](https://www.facebook.com/business/help/1095661473946872).
- The same request again and again. Google may not process repeat appeals, and Meta caps the number of reviews.
- Threats or promises. Keep it short and factual.

## How to prevent the next restriction

### Verify the business before you're asked

In Meta Business Suite, Security Center shows either Start verification or Ineligible for verification. Meta's business verification needs a registered business with an official phone number or mailing address, and it's separate from the paid Meta Verified badge. Google lets you complete advertiser verification before you're selected. Use one legal name across your payments profile, documents and website.

### Turn on two-factor authentication

Meta may [require two-factor authentication](https://www.facebook.com/business/help/865384580786591) to publish ads, including for certain portfolios more than 90 days old, and can restrict advertising access for people who don't have it. Use an authenticator app and save your recovery codes. In Google Ads, an admin can require [2-Step Verification](https://support.google.com/google-ads/answer/12864186?hl=en) under Admin, Access and security, Security.

### Keep admin access tight

Give every person their own login and the least access that does the job.

- Meta's [security best practices](https://www.facebook.com/business/help/608572510632070) recommend two active people with full control, ideally ten or fewer in total, and removing anyone inactive for 90 days, without two-factor authentication or on a public email domain. Everyone else gets [partial access](https://www.facebook.com/business/help/442345745885606), and temporary access of 3 to 75 days suits contractors.
- In Google Ads, keep Admin for people who manage access, Standard for campaign managers, and [Read only, Email only or Billing](https://support.google.com/google-ads/answer/9978556?hl=en) for everyone else. [Remove people who leave](https://support.google.com/google-ads/answer/12864492?hl=en), and set [Allowed domains](https://support.google.com/google-ads/answer/12864084?hl=en) so only your company's addresses can be invited.

### Pay the way the platforms expect

- Use a payment method your business owns, and add a backup.
- Avoid sudden switches between several new cards.
- Don't put one card on many ad accounts. Meta [typically allows](https://www.facebook.com/business/help/268196136699959) one payment method on up to ten.
- Never charge back legitimate Google Ads charges, which can get the account suspended. Raise billing problems with support instead.
- Never buy, borrow or rent an ad account, which Meta's [payment guidance](https://www.facebook.com/business/help/1256440956255650) warns against.

### Check landing pages and policies before launch

Google's Unacceptable business practices guidance reads like site hygiene: an About page with current contact details, delivering what customers paid for, your own branding, clear partnerships and the licenses your offer needs. Meta says the products in an ad must match the landing page, and Google's [destination requirements](https://support.google.com/adspolicy/answer/6368661?hl=en) cover broken pages, mismatched URLs and pages Google can't crawl. Never show reviewers different content from customers, and check your site for hacks, since Google notes cloaking content can be added to a hacked site without you knowing.
