# LinkedIn ads for SaaS and AI startups: when they pay and how to test

LinkedIn ads pay for a SaaS or AI startup when your ACV covers what LinkedIn leads cost and you can see which of those leads become pipeline. Work backward from ACV, win rate and lead-to-opportunity rate to the most you can pay per lead, target a defined account list by job function and seniority, and send qualified leads back so LinkedIn optimizes for pipeline, not form fills. [LinkedIn's API changelog](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/recent-changes?view=li-lms-2026-09) shows a qualified leads optimization goal for Lead Generation ad sets added in February 2026.

The structure has new names too. In October 2025 LinkedIn [began gradually renaming](https://www.linkedin.com/help/lms/answer/a8323033) campaign groups to campaigns and campaigns to ad sets, and [LinkedIn's setup guide](https://business.linkedin.com/advertise/ads/best-practices/create-your-first-campaign) now uses campaign, ad set and ad. This post uses the new terms.

## When do LinkedIn ads pay for a SaaS company?

Judge LinkedIn on cost per opportunity, not cost per lead. It's the first number we set with [SaaS teams](https://roasexpert.com/saas).

Here's an illustration with made-up numbers, not benchmarks. A startup pays $150 per Lead Gen Form lead, 10% of leads become opportunities, and it wins 30% of them. Each opportunity costs $150 divided by 10%, or $1,500 in media. Each customer costs $1,500 divided by 30%, or $5,000. At a $25,000 ACV that's 20% of first-year contract value. At $8,000 ACV it's 62.5%, before any sales salary.

Now run it backward. Pick the share of first-year ACV you'll spend on media per customer, from your CAC payback target. Say 30%, also an assumption. The most you can pay per lead is ACV times 30% times lead-to-opportunity rate times win rate. In this funnel, 3% of leads become customers.

At $150 a lead, this funnel fits the 30% budget from about $16,700 ACV. At $5,000 ACV it needs $45 leads or a funnel more than three times better. The same budget sets your maximum cost per opportunity, budget per customer times win rate, which is $2,250 at $25,000 ACV.

Two rules follow. Track lead-to-opportunity rate for LinkedIn leads separately, because [Lead Gen Forms arrive pre-filled](https://business.linkedin.com/advertise/ads/generate-leads) and submit in one click, so volume can flatter them. And if your ACV sits near $5,000, or you sell a self-serve AI product on usage pricing, use LinkedIn for retargeting and founder content, and capture demand elsewhere. ## Who should you target on LinkedIn?

### Start from an account list

We start B2B SaaS tests from the accounts sales wants. LinkedIn's [company targeting](https://business.linkedin.com/advertise/ads/targeting/company-targeting) takes up to 300,000 company names per upload and can take up to 48 hours to match them against more than 13 million LinkedIn Pages. A [company list](https://www.linkedin.com/help/lms/answer/a423102) needs at least 300 rows and 300 matched member accounts. With fewer than 300 accounts, [Company Names targeting](https://www.linkedin.com/help/lms/answer/a417950) takes up to 200 companies. Layer job function and seniority on top to reach the buying group, not every employee.

Once ads run, the [Companies view in Campaign Manager](https://business.linkedin.com/advertise/ads/best-practices/track-and-measure-engagement) shows paid and organic engagement by account, with an engagement level for each. Save engaged accounts as a dynamic or static company list, or export them for sales.

### Job titles or job function and seniority

Titles are precise and narrow, and miss everyone whose title is written differently. Function plus seniority is broader and catches titles you'd never think to list. We use titles for small, well-defined roles like a CISO or head of RevOps, and function plus seniority everywhere else. [LinkedIn's advice](https://business.linkedin.com/advertise/ads/targeting/ad-targeting-best-practices) is to start with two or three targeting facets at most and to test pairs like Skills against Job Titles.

Watch the size. [LinkedIn's minimum audience](https://business.linkedin.com/advertise/ads/audience) is 300 members, and its audience page suggests 50,000 or more for single image and text ads and over 15,000 for Message Ads, while its [help center](https://www.linkedin.com/help/lms/answer/a425656) suggests at least 300,000 for Sponsored Content and Sponsored Messaging. A short account list with function and seniority can sit well below both. That can work for account-based tests. Just watch frequency.

### Matched audiences and retargeting

[Contact targeting](https://business.linkedin.com/advertise/ads/targeting/contact-targeting) takes up to 300,000 contacts per upload or syncs from a CRM partner. [Retargeting](https://business.linkedin.com/advertise/ads/targeting/retargeting) can use Insight Tag site visitors, video viewers and Lead Gen Form engagers, and takes up to 48 hours to build. A pattern we use: warm the account list with video and Thought Leader Ads, then retarget viewers and site visitors with a Lead Gen Form offer.

### Predictive Audiences

From a seed, [LinkedIn's model](https://learn.microsoft.com/en-us/linkedin/marketing/matched-audiences/predictive-audiences?view=li-lms-2026-09) looks for the members most likely to convert. The [getting started guide](https://business.linkedin.com/content/dam/me/business/en-us/marketing-solutions/resources/pdfs/predictive-audiences-getting-started-guide.pdf) accepts a contact or company list, a Lead Gen Form, a retargeting audience or a conversion as the seed, with at least 300 members. The API docs say location is currently the only filter when you build one. Seed it with qualified leads or customers, not raw form fills.

### Exclusions and two defaults

[Exclude](https://business.linkedin.com/advertise/ads/audience) customers and open opportunities with lists, and your own staff and competitors by company name. Then change two defaults for the first test. [LinkedIn Audience Network](https://business.linkedin.com/advertise/ads/linkedin-audience-network), which runs your ads on third-party apps and sites, is on by default for image, carousel and video ads. Audience Expansion adds members similar to your targeting. Turn both off so results describe the audience you chose.

Learn Thought Leader Ads first, because a founder is usually an early team's most credible voice. Per LinkedIn's [specs](https://business.linkedin.com/advertise/ads/sponsored-content/thought-leader-ads/specs), you can't add a headline, URL or call-to-action button, and posts with documents, polls or multiple images aren't eligible. LinkedIn lists only awareness, engagement and video view objectives for them, so use them to warm accounts, then retarget with a lead offer.

Conversation Ads and Message Ads can again reach opted-in members in the EEA and Switzerland, per [LinkedIn's help center](https://www.linkedin.com/help/lms/answer/a544586), though an older [tips page](https://business.linkedin.com/advertise/ads/sponsored-messaging/tips) still says EU targeting ended in 2022. Leave CTV and BrandLink until your pipeline engine works. And keep Lead Gen Forms short, spending one custom question on what sales qualifies on, such as team size or current tool.

## How should you bid, and what's the minimum budget?

[LinkedIn documents three bidding strategies](https://business.linkedin.com/advertise/ads/best-practices/ad-bidding-tips). Maximum delivery bids automatically to spend your budget and works with every objective. Cost cap sets a maximum cost per result that Campaign Manager bids around, and LinkedIn lists it for Brand Awareness, Website Visits, Engagement, Video Views and Leads. Website Conversions isn't on that list. Manual bidding sets your own maximum bid on any objective.

The optimization goal matters more than the bid strategy. According to the [changelog](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/recent-changes?view=li-lms-2026-09), the qualified leads goal for Lead Generation learns from Qualified lead events sent through the Conversions API or from CRM data shared through Business Manager. Since August 2026 it also uses Marketing qualified lead and Sales qualified lead events. LinkedIn's [qualified leads article](https://www.linkedin.com/help/lms/answer/a6553958) says to use one source per ad set to avoid double counting, and to share qualified lead data within 30 days.

Our sequence: start on Maximum delivery to learn real costs, move the best ad set to Cost cap at your maximum cost per lead, and switch to the qualified leads goal once qualified events flow back reliably.

[LinkedIn's minimum daily budget](https://business.linkedin.com/advertise/ads/best-practices/maximize-your-budget) is $10 for any ad format. A new, inactive campaign or ad set needs at least $100 in lifetime budget, and after launch that minimum becomes $10 times the days scheduled. LinkedIn suggests $25 a day for new advertisers. A campaign budget can cap the total across its ad sets.

Those minimums won't buy an answer. To see 10 opportunities, the illustration's funnel needs 100 leads, or $15,000 at $150 a lead. That's $5,000 a month for 90 days.

## How do you track pipeline instead of form fills?

LinkedIn optimizes toward the conversions you send. Send only form fills and it finds more form fillers. Send the later stages.

1. Install the [Insight Tag](https://business.linkedin.com/advertise/ads/insight-tag) in your global footer, directly or through Google Tag Manager, Tealium or Adobe, but never on pages that handle health, financial or other sensitive data. It tracks conversions, builds retargeting audiences and reports visitors' job titles, companies and industries. LinkedIn notes that data protection rules may apply, so load it through your consent tool for EU and UK visitors.
2. Add the [Conversions API](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/ads-reporting/conversions-api) to stream events from your server. LinkedIn lists [Google Tag Manager, Zapier, HubSpot, Adobe, Tealium and Dreamdata](https://business.linkedin.com/advertise/ads/conversion-tracking) as partners and [recommends pairing it with the tag](https://business.linkedin.com/advertise/ads/best-practices/measure-offline-conversions). Send several identifiers, such as a hashed email and LinkedIn's first-party tracking ID, since only matched events count toward attribution and optimization. Events must be under 90 days old, and an [event ID](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/ads-reporting/conversions-api-schema) prevents double counting.
3. Create conversion rules for the stages sales cares about. The [Conversions API schema](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/ads-reporting/conversions-api-schema) includes Qualified lead, Marketing qualified lead and Sales qualified lead types. When a Lead Gen Form lead qualifies in your CRM, send the event with the [form response ID](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/ads-reporting/conversions-api).
4. Since late 2025, Lead Gen Form hidden fields accept [dynamic URL tracking parameters](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/recent-changes?view=li-lms-2026-09), so one form can pass campaign, ad set and ad IDs into your CRM.
5. Connect your CRM in Business Manager to turn on the [Revenue Attribution Report](https://business.linkedin.com/marketing-solutions/revenue-attribution-report) for Salesforce, HubSpot or Microsoft Dynamics, with [revenue won, ROAS, win rate, deal size and days to close](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/ads-reporting/ads-reporting). It uses an any-touch model, so read it as influence, not proof.
6. Without an engineer, [upload offline conversions as a CSV](https://business.linkedin.com/advertise/ads/best-practices/measure-offline-conversions) in Campaign Manager. LinkedIn says the data appears in 24 to 48 hours, sometimes up to a week.

For long sales cycles, the [changelog](https://learn.microsoft.com/en-us/linkedin/marketing/integrations/recent-changes?view=li-lms-2026-09) lists 180- and 365-day attribution windows for lead and qualified lead conversion rules created through the API.

## A 90-day LinkedIn test plan

Ninety days is enough to learn cost per opportunity and often too short for closed revenue, so judge the test on opportunities, with an owner for each step.

### Days 1 to 30: build and launch

1. By day 10, marketing ops sets up the Insight Tag, the Conversions API, Lead and Qualified lead conversion rules, and Lead Gen Form sync to the CRM with hidden fields.
2. The growth lead builds the account list with function and seniority, a retargeting audience and exclusions.
3. The growth lead launches one campaign with three ad sets: a Lead Gen Form offer to the account list, the founder's Thought Leader Ads to the same list, and retargeting. LinkedIn's [Sponsored Content tips](https://business.linkedin.com/advertise/ads/best-practices/sponsored-content-tips) suggest four to five ads in each ad set.

Measure click-through rate, cost per lead, form completion rate and the share of leads that match your ICP.

### Days 31 to 60: fix lead quality

1. The sales lead grades every LinkedIn lead within two working days and marks qualified ones in the CRM.
2. Marketing ops sends those qualified events back through the Conversions API.
3. The growth lead replaces the weakest ad every one to two weeks, as LinkedIn's tips suggest, and tests offers, such as a gated document against a demo request.
4. Every two weeks, the growth lead walks sales through the accounts warming up in the Companies view.

Measure lead-to-qualified rate by ad set and offer, cost per qualified lead and the number of target accounts engaging.

### Days 61 to 90: judge on pipeline

1. The growth lead switches Lead Generation ad sets to the qualified leads goal if events are flowing, or else moves the best ad set to Cost cap.
2. With 300 or more qualified leads or customers as a seed, the growth lead tests a Predictive Audience against the account list.
3. The founder or head of growth compares cost per opportunity with your maximum.

Measure cost per opportunity, pipeline per dollar and early Revenue Attribution Report numbers. On day 90, scale in steps if cost per opportunity is under your maximum. If it's close, fix the weakest stage and run 60 more days. If it's far above, stop and move the budget.
