# Performance Max vs Standard Shopping: what to run in 2026

Run Performance Max (PMax) as your main campaign and use Standard Shopping for the jobs it still does better: Shopping-only spend, products PMax won't push, and clean tests. Since October 2024 the two compete on Ad Rank when they carry the same products, so running both no longer hands every auction to PMax. Split the catalog with custom labels, give each campaign a target ROAS it can afford, and read the new PMax reports every week.

Most controls advertisers asked for now exist. Below is when each arrived, a structure for a few hundred products and the weekly check from our [Growth Marketing](https://roasexpert.com/growth-marketing) work.

## How Performance Max and Standard Shopping compete now

Until October 2024, PMax automatically beat a Standard Shopping campaign in the same account carrying the same products. Google's email to advertisers, [reported by Search Engine Roundtable on October 22, 2024](https://www.seroundtable.com/google-ads-pmax-priority-standard-shopping-38265.html), said "the campaign with the highest Ad Rank will serve" instead. Its Ads Liaison added that ROAS targets and budgets on both campaign types can guide spend.

Google's [Shopping onboarding guide](https://support.google.com/google-ads/answer/13975266?hl=en) still says that when both target the same products, locations, languages, hours and other settings, "Ad Rank will determine which campaign serves an ad." I found no later change. Three more rules apply:

- A Search keyword that exactly matches the query, or its spell-corrected form, is [preferred over PMax](https://support.google.com/google-ads/answer/13810170?hl=en). PMax search themes rank with phrase and broad match keywords, below that.
- Those rules [don't apply to Shopping ads](https://support.google.com/google-ads/answer/2756257?hl=en), so a product ad can still show beside your exact-match text ad.
- Shopping [campaign priority](https://support.google.com/google-ads/answer/3455481?hl=en) decides which Standard Shopping campaign's budget is used when their products overlap.

### What's coming to Standard Shopping

In May 2026 Google said a one-click [AI Max setting is coming to Shopping campaigns](https://business.google.com/us/accelerate/announcements/ai-max-for-shopping-campaigns/). It adds text customization, final URL expansion and automatic selection of text or Shopping ads, and you can turn final URL expansion off to keep delivery to Shopping ads. Google also said [AI-powered Shopping ads](https://business.google.com/us/accelerate/announcements/ai-powered-shopping-ads/) "will soon be available via Performance Max and AI Max for Shopping campaigns," and its new [AI Mode ad formats](https://business.google.com/us/accelerate/announcements/ads-in-ai-mode/) are "powered by AI Max and Performance Max." None was described as live for everyone when I checked, and Standard Shopping without the AI Max setting isn't named for the other two.

## When to run Performance Max, Standard Shopping or both

PMax with a product feed can show [Shopping ads](https://support.google.com/google-ads/answer/2454022?hl=en) on the Shopping tab, Search, Images, YouTube, Gmail, Maps (through local inventory ads) and the Display Network, plus Search text ads. Standard Shopping shows on the Shopping tab, Search, Images and search partners only.

| Situation | Run | Why |

| Steady sales and a clean feed | PMax as the core | All inventory and Google's new retail formats |
| Spend must stay on Shopping placements | Standard Shopping | No YouTube, Gmail or Display spend |
| Products PMax ignores | Standard Shopping for those products | Cheap clicks buy them data |
| Deciding whether to switch | Both, in an experiment | A like-for-like test before you commit |
| Fewer than 15 conversions a month | One campaign without a target | Too little data to split |

For the switching question, use Google's [Standard Shopping vs Performance Max experiment](https://support.google.com/google-ads/answer/13825980?hl=en). The 15-conversion line is Google's [Target ROAS requirement](https://support.google.com/google-ads/answer/6268637?hl=en) for Search and Shopping: at least 15 conversions in the past 30 days. Overlap the same products only in a test, since results get hard to read.

## Feed quality and custom labels

Fix the feed first. Our [product feeds guide](https://roasexpert.com/blog/product-feeds-for-ai-shopping) covers the fields and the mismatches that get products disapproved. The job here is segmentation.

Merchant Center gives you five [custom labels](https://support.google.com/merchants/answer/6324473?hl=en), `custom_label_0` to `custom_label_4`. Each takes up to 1,000 unique values across the account, shoppers never see them, and feed rules can fill them from data you already send. Build campaigns and listing groups on the labels. Our starting scheme:

- `custom_label_0` for margin band. Say one band keeps 50% of revenue after product, shipping and fee costs, and another keeps 25%. They break even at a ROAS of 2.0 and 4.0, so one target can't serve both. The margin math is in our [ROAS, MER and POAS guide](https://roasexpert.com/blog/roas-mer-poas).
- `custom_label_1` for price band. Cheap items bring small conversion values, so under a ROAS target they tend to get small bids. The label shows whether that's starving them.
- `custom_label_2` for status: new, best seller or no impressions in 30 days, refreshed weekly.
- `custom_label_3` for season or promotion, so you can push a group during a sale.

Keep `custom_label_4` for tests. When a product changes band, change the label, not the structure.

## Asset groups, listing groups, search themes and audience signals

### Asset groups and listing groups

An asset group holds creative (up to 15 headlines, 5 long headlines, 5 descriptions, 20 images, 5 logos and 15 videos), signals and, for retail, listing groups. Google suggests basing [asset groups](https://support.google.com/google-ads/answer/10724748?hl=en) on the "sections, categories, or themes" of your site. For a few hundred products, that usually means one asset group per main category.

[Listing groups](https://support.google.com/google-ads/answer/11596074?hl=en) choose the products, split by category, brand, item ID, condition, product type, channel or custom label, with up to 1,000 per asset group. Put each product in one asset group only, so you can tell which creative sold it.

### Search themes

Search themes tell PMax which searches to go after. You can add [up to 50 per asset group](https://support.google.com/google-ads/answer/16669486?hl=en), a limit Google [raised from 25 in 2025](https://support.google.com/google-ads/answer/16451273?hl=en). A theme identical to the query ranks with phrase and broad keywords, and an identical exact match keyword still wins. Use themes for category and problem searches your titles miss, and leave brand terms to a brand Search campaign.

### Audience signals

Signals are hints, not targeting. Google's API documentation calls [asset group signals](https://developers.google.com/google-ads/api/performance-max/asset-group-signals) "hints about user intent and preferences," says PMax uses them to find impressions with similar or stronger intent, and notes a campaign can run without any. Start with your customer list and recent purchasers, add a custom segment built from your best customers' searches, and judge asset groups on results.

## The controls Google added, and when

Brand exclusions [began rolling out to all advertisers in June 2023](https://support.google.com/google-ads/answer/13729701?hl=en) and cover Search, Shopping and YouTube search inventory. The "Allow Shopping ads on searches that mention excluded brands" [checkbox](https://support.google.com/google-ads/answer/14505308?hl=en) followed a [January 2025 announcement](https://blog.google/products/ads-commerce/new-performance-max-features-2025/). Google says to use [brand exclusions, not negative keywords](https://support.google.com/google-ads/answer/16668865?hl=en), for your brand, and to use negatives "only for essential brand safety needs or to block completely irrelevant terms."

Campaign-level negative keywords began as a [beta announced at DMEXCO in 2024](https://blog.google/products/ads-commerce/new-performance-max-features-2025/) and began rolling out to all advertisers after a January 2025 announcement, with a cap of 100, later [raised to 10,000](https://business.google.com/en-all/accelerate/announcements/more-goals-and-image-controls-coming-to-performance-max/). They [apply to Search and Shopping inventory only](https://support.google.com/google-ads/answer/15726455?hl=en).

Google [announced search terms and channel reporting](https://blog.google/products/ads-commerce/channel-performance-reporting-coming-to-performance-max/) in April 2025. By [August 2025](https://support.google.com/google-ads/answer/16451273?hl=en) the search terms report, full asset stats, and device and age controls covered all PMax campaigns, with search terms in the API too. That report [splits terms by ad format](https://support.google.com/google-ads/answer/16327396?hl=en), Shopping or text, with data back to March 2023. The channel reporting open beta was due to start within weeks of that announcement, and in November 2025 Google said it was [available in all Performance Max campaigns](https://business.google.com/en-all/accelerate/announcements/access-new-inventory-and-channel-performance-reporting-in-performance-max-campaigns/). The [channel report](https://support.google.com/google-ads/answer/16260130?hl=en) covers Search, Display, YouTube, Discover, Maps, Gmail and search partners for dates after June 6, 2025, and flags limited channels. [Version 23 of the Google Ads API](https://ads-developers.googleblog.com/2026/01/announcing-v23-of-google-ads-api.html) added the breakdown in January 2026.

[Asset-level metrics](https://support.google.com/google-ads/answer/16259414?hl=en) count each asset every time it serves, so use them to rank assets, not to total results. The [placement report](https://support.google.com/google-ads/answer/11465047?hl=en) shows impressions only, and Google says not to use it to evaluate performance, so keep it for brand safety.

## Customer acquisition, value rules and target ROAS pacing

### Customer acquisition goal

The [customer acquisition goal](https://support.google.com/google-ads/answer/12080169?hl=en) has three modes. New customer value bids higher for new customers. High value new customer, which Google marks as beta, bids higher again for ones who resemble your best customers, in PMax and Search only. New customer only stops bidding on existing customers. Google finds existing customers through your lists, tags and conversion data, and can [build a list](https://support.google.com/google-ads/answer/14005876?hl=en) from up to 540 days of tracked purchases. It warns that a list under 1,000 members may hold the goal back.

Start with new customer value mode, with a bonus set at what a new customer is worth beyond the first order. Our [ROAS guide](https://roasexpert.com/blog/roas-mer-poas) shows how to estimate that from repeat purchases. The bonus counts in conversion value, so reported ROAS runs ahead of revenue. [Original conv. value](https://support.google.com/google-ads/answer/15597581?hl=en) shows value before lifecycle and value rule adjustments, and a CAC column shows spend per new customer. Google says PMax needs [1 to 2 weeks](https://support.google.com/google-ads/answer/14005157?hl=en) to adjust after a significant change.

In May 2026 Google announced a [new prospects mode](https://business.google.com/us/accelerate/announcements/new-customer-acquisition-modes/) that excludes past buyers, brand searchers, site visitors and people who engaged with your ads. The announcement doesn't say how widely it's available, so check your settings.

### Conversion value rules

[Conversion value rules](https://support.google.com/google-ads/answer/10518330?hl=en) raise or lower values by audience, location or device in Search, Shopping, Display and PMax, and Smart Bidding uses them in real time. Use them for gaps that hold across products, like a region where shipping eats the margin, and judge profit on Original conv. value or store data.

### Budgets and target ROAS

In most campaigns, an average daily budget can [spend up to twice its amount](https://support.google.com/google-ads/answer/6385083?hl=en) on one day and 30.4 times it in a month. Three 2026 changes matter more:

- Since [August 17, 2026](https://support.google.com/google-ads/answer/17061251?hl=en), budget-limited campaigns on Target ROAS or Target CPA deliver closer to their target instead of beating it. Say a capped campaign with a 300% target was returning 450%. Expect it to drift toward 300%, so set the target you need or raise the budget.
- [Campaign total budgets](https://blog.google/products/ads-commerce/campaign-total-budgets/) opened in beta in January 2026 for Search, Standard Shopping and PMax. One budget runs [3 to 90 days](https://support.google.com/google-ads/answer/15137812?hl=en) with no daily cap, and spend catches up after slow days. They [only work on new campaigns](https://support.google.com/google-ads/answer/10486938?hl=en).
- [Promotion mode](https://business.google.com/en-all/accelerate/announcements/bidding-and-budgeting-updates-to-scale-your-growth/), a beta for Search and PMax since June 2026, schedules a temporary ROAS tolerance change and extra daily budget for a sale. If you have it, use it for Black Friday instead of hand-editing targets.

When you change a target, the bidder [reacts immediately](https://support.google.com/google-ads/answer/6268637?hl=en) but needs one to two conversion cycles to reach it, and Google suggests lowering targets gradually to grow volume.

## A structure for a store with a few hundred SKUs

Say a store sells 400 products in four categories, has a customer list of a few thousand buyers and gets steady brand searches.

| Campaign | Products | Setup |
| --- | --- | --- |
| Brand Search | None | Exact and phrase brand keywords |
| PMax core | Margin band high and mid | Four category asset groups, Target ROAS from breakeven, new customer value mode |
| PMax thin margin | Margin band low | One asset group, higher target, smaller budget |
| Standard Shopping catch-up | Status: no impressions | Manual CPC, low bids |

- In both PMax campaigns, exclude your brand and tick the box that allows Shopping ads on brand searches. Brand text ads then come from the Search campaign, and branded product ads still serve.
- Exclude no-impression products from the PMax listing groups so they run only in the catch-up campaign. Move them back once they sell.
- We treat Google's Target ROAS minimum of 15 conversions in 30 days as a floor for each campaign. Until both PMax campaigns clear it, run one without a target.

## A weekly check

1. Start in Merchant Center. Clear disapprovals and mismatches on best sellers before touching bids.
2. Compare each campaign's spend with budget and ROAS with target, on Original conv. value. Flag budget-limited campaigns, which now deliver toward target.
3. In the channel performance report, look for spend moving into a channel that doesn't convert, and read the status column.
4. In the PMax search terms report, split by ad format, add negatives for irrelevant terms and check spend on brand searches.
5. Re-label products that spent without converting and products with no impressions.
6. Replace the lowest-ranked assets in each asset group, and scan the placement report for brand safety.
7. Compare new customers and CAC with first-time orders in your store.
8. Log each change with a date and an owner, then leave that campaign alone for one to two conversion cycles.
