# Retargeting after the privacy changes: what still works in 2026

Retargeting still works in 2026, but audience size now depends on consent and on data you collect yourself. Safari blocks third-party cookies and limits the ones your tags write. iPhone apps need permission to track. In the EEA and UK, people who decline consent never join your site audiences. Chrome is the exception: Google kept third-party cookies and, in October 2025, decided to retire most of Privacy Sandbox.

So send server-side events, upload customer lists, keep windows short, exclude buyers, cap frequency and test with a holdout before adding budget.

## What changed, and where it stands in October 2026

### Apple: App Tracking Transparency

Since iOS 14.5, [released 26 April 2021](https://support.apple.com/en-us/HT212317), apps must get permission through ATT before tracking people. [Apple defines tracking](https://developer.apple.com/app-store/user-privacy-and-data-use/) as linking your app's data with other companies' data for targeted ads or ad measurement, and its examples include sharing a list of emails with an ad network "to retarget those users in other developers' apps." A hashed email doesn't get around a refusal. Google warns that its website, app and Customer Match segments ["may be impacted on iOS 14 traffic,"](https://support.google.com/google-ads/answer/6379332) exclusions included.

On 16 September 2026, Apple [announced an alternative ATT prompt for EU users](https://developer.apple.com/news/?id=idsft9ai) that arrives with iOS 27.2, still in beta. The [beta release notes](https://developer.apple.com/documentation/ios-ipados-release-notes/ios-ipados-27_2-release-notes) make it mandatory in France, Germany, Italy, Poland and Romania and let apps ask EU users again yearly. Apple says the rules on when you must ask stay the same.

### Safari: Intelligent Tracking Prevention and Link Tracking Protection

Safari has blocked all third-party cookies by default [since March 2020](https://webkit.org/blog/10218/full-third-party-cookie-blocking-and-more/), and WebKit's [tracking prevention page](https://webkit.org/tracking-prevention/) says there are no exceptions. Script-written cookies and storage are deleted after 7 days without user interaction with the site. Script-written cookies on a landing page reached through a link with a query string or fragment from [a domain Safari classifies as a tracker](https://webkit.org/blog/8828/intelligent-tracking-prevention-2-2/) are capped at 24 hours. Cookies set through CNAME or third-party IP address cloaking are capped at 7 days. Meta's docs let you [build its click ID value yourself](https://developers.facebook.com/docs/marketing-api/conversions-api/parameters/fbp-and-fbc) and keep it in a server-set HTTP cookie for 90 days, or in your database.

Link Tracking Protection, [announced in June 2023](https://www.apple.com/newsroom/2023/06/apple-announces-powerful-new-privacy-and-security-features/), strips tracking information from links shared in Messages and Mail and from links in Safari Private Browsing. WebKit [says](https://webkit.org/blog/15697/private-browsing-2-0/) Private Browsing removes known user- and click-level parameters, lets campaign parameters through and shows third-party scripts the URL without its query string. Since [Safari 26](https://webkit.org/blog/17333/webkit-features-in-safari-26-0/) (15 September 2025), scripts Safari knows as fingerprinting scripts can't read query parameters or `document.referrer`, or set long-lived cookies. If your tag is on that list, it can't read click IDs in Safari. [Safari 27](https://developer.apple.com/documentation/safari-release-notes/safari-27-release-notes), released 14 September 2026, lists no changes to this.

### Chrome: third-party cookies stay

Google dropped its plan to remove third-party cookies [in July 2024](https://privacysandbox.google.com/blog/privacy-sandbox-update). In [April 2025](https://privacysandbox.google.com/blog/privacy-sandbox-next-steps) it also dropped the choice prompt it had promised, noting that Incognito already blocks them by default. On 17 October 2025 it [decided to retire most Privacy Sandbox technologies](https://privacysandbox.google.com/blog/update-on-plans-for-privacy-sandbox-technologies), including Protected Audience, Topics, the Attribution Reporting API and IP Protection. The CMA [released Google from its commitments](https://www.gov.uk/government/consultations/investigation-into-googles-privacy-sandbox-browser-changes) the same day, noting Google "no longer plans to block third-party cookies in general browsing in Chrome." There's no cookieless-Chrome deadline to plan for, and no Sandbox advertising API to move to.

### Consent in the EEA and UK

[Article 5(3) of the EU ePrivacy Directive](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:02002L0058-20091219) allows storing or reading information on a device only with consent, unless it's strictly necessary for a service the user asked for. The ICO's [PECR guidance](https://ico.org.uk/for-organisations/direct-marketing-and-privacy-and-electronic-communications/guide-to-pecr/cookies-and-similar-technologies/) applies the same rule to UK cookies. Google [requires consent](https://support.google.com/google-ads/answer/16142339?hl=en) in the EEA, the UK and Switzerland under its [EU user consent policy](https://www.google.com/about/company/user-consent-policy/). For EEA traffic, it says you must [send consent signals](https://support.google.com/google-ads/answer/13695607?hl=en), `ad_user_data` and `ad_personalization`, to keep using its tags for measurement, ad personalization and remarketing. The Meta Pixel has [its own consent calls](https://developers.facebook.com/docs/meta-pixel/implementation/gdpr). Since early March 2024, [Customer Match lists](https://support.google.com/google-ads/answer/6379332) no longer run on partner or third-party exchange inventory in those three.

### Sensitive categories on Meta and Google

From 2 September 2025, Meta [began flagging custom conversions](https://developers.facebook.com/docs/meta-pixel/implementation/conversion-tracking) that suggest health conditions or financial status, with examples like "arthritis" and "credit score". Flagged ones can't be used in new campaigns, so check any custom conversion built on a URL or event that names a condition. Google goes further. Its [personalized advertising policy](https://support.google.com/adspolicy/answer/143465) bars advertisers promoting products in sensitive interest categories from advertiser-curated audiences, Customer Match and your data segments included. [Health](https://support.google.com/adspolicy/answer/16701855) is one, and it includes products that treat or manage chronic conditions, over-the-counter medications among them. If that's you, retargeting on Google is out.

## Why first-party data now sets audience size and match rates

A platform can only retarget or credit people it can match. Meta's [Conversions API best practices](https://developers.facebook.com/docs/marketing-api/conversions-api/best-practices) are blunt: "You can use only matched events for ads attribution and ad delivery optimization." Every cookie Safari deletes and every declined banner leaves less to match, so what you send decides audience size.

- Run Meta's Conversions API alongside the Pixel, as Meta recommends, deduplicated on event name and ID. Send [customer information](https://developers.facebook.com/docs/marketing-api/conversions-api/parameters/customer-information-parameters): hashed email and phone, plus the unhashed IP address, user agent, `fbc` and `fbp`. Meta says more of it may raise Event Match Quality.
- Turn on Google's [enhanced conversions](https://support.google.com/google-ads/answer/9888656), which send SHA256-hashed data such as email addresses and match it to signed-in Google accounts that engaged with your ads.
- Upload customer lists. Google's [Customer Match policy](https://support.google.com/adspolicy/answer/6299717) lets any policy-compliant advertiser use lists for observation and exclusions, but targeting with them needs 90 days of account history and more than $50,000 in lifetime spend. Lists need 100 members added or updated within 540 days, and Google recommends Data Manager over the Google Ads API for new integrations. Meta requires [SHA256 hashing](https://developers.facebook.com/docs/marketing-api/audiences/guides/custom-audiences/) for customer files.

Collect email at checkout or sign-up, ask for a phone number and keep people logged in. Apple's [Hide My Email](https://www.apple.com/newsroom/2021/06/apple-advances-its-privacy-leadership-with-ios-15-ipados-15-macos-monterey-and-watchos-8/) hands out "unique, random email addresses," which are unlikely to match anyone's Meta or Google account, so the phone number helps.

## What still works

### Site visitors, with short windows

In a [2019 Journal of Marketing Research experiment](https://journals.sagepub.com/doi/10.1177/0022243718813987), switching on retargeting brought 14.6% more users back to the site within four weeks. Its impact fell as time since the first visit grew, and 33% of the first week's effect came on day one. So start short and lengthen a window only when a holdout says it pays.

- Cart and checkout abandoners: 1 to 7 days.
- Product viewers: 7 to 14 days.
- SaaS pricing or demo page visitors who didn't book: up to 30 days, matched to your sales cycle.

Google needs [more than 100 active users](https://support.google.com/google-ads/answer/2454000) for a segment to run, and [1,000 cookies](https://support.google.com/google-ads/answer/2701222) for site segments on Search. If a segment is too small, widen the pages it covers before you widen the days. Test creative too. In an [online travel firm's field experiment](https://journals.sagepub.com/doi/10.1509/jmr.11.0503), ads showing the exact product viewed did worse on average than generic ads, until browsing such as visits to review sites suggested preferences had evolved.

### Engagement audiences on the platforms

Meta's [engagement custom audiences](https://developers.facebook.com/docs/marketing-api/audiences/overview/) include people who engaged with your Facebook Page, Instagram business profile, lead ads or Instant Experience ads. Google builds [segments from YouTube activity](https://support.google.com/google-ads/answer/7181409) once you link your channel, with a 100-user minimum and a 540-day maximum. Neither depends on your site's cookies, tags or consent banner.

### Customer lists

Upload buyers, subscribers, trial users and lost deals. Use them as exclusions everywhere and as targets for a specific next step, such as a refill, an upgrade or a win-back offer. For SaaS, use CRM stages: a trial user who hasn't activated needs a different ad from a one-time pricing page visitor.

### Email and SMS

Your own lists reach known people with no match rate and no auction. Browse, cart and checkout flows do retargeting's job for anyone who left an email or phone number, so run them first. Judge them on clicks and orders, since Apple's [Mail Privacy Protection](https://www.apple.com/newsroom/2021/06/apple-advances-its-privacy-leadership-with-ios-15-ipados-15-macos-monterey-and-watchos-8/) lets people hide when they open an email. ## What to stop

### Retargeting recent buyers

Exclude purchasers on every platform for at least your repurchase window, using both a pixel audience of purchasers and an uploaded list, since Google says exclusions can be affected on iOS traffic. For Search, Shopping, Performance Max and Demand Gen, the [customer acquisition goal](https://support.google.com/google-ads/answer/12080169) can bid only for new customers.

### Uncapped frequency

A small audience with a big budget sees you over and over. As an illustration, $1,400 a week at a $10 CPM buys 140,000 impressions, or 7 per person per week across a 20,000-person audience if everyone is reached. Work backward instead: audience size times target frequency times CPM, divided by 1,000. Three a week for that audience costs $600. Cap where the platform allows, and test whether more frequency adds sales.

### Long windows that pad attributed revenue

Google lets audiences keep people for up to 540 days. Add a 30-day click window and a campaign can claim purchases from people who'd have bought anyway, even though retargeting's effect fades as the visit ages. Google's [default windows](https://support.google.com/google-ads/answer/3123169) are 30 days for clicks, 1 day for views and 3 days for engaged views. Meta's [attribution settings](https://developers.facebook.com/docs/marketing-api/reference/ad-campaign/) take click, view and engaged video view windows. Report click-only results next to the default and keep view-through windows short.

## Why does retargeting look better in platform reports than it is?

Retargeting picks people already on their way to buying, then counts their purchases after an ad as results. Across [15 large Facebook ad experiments](https://www.kellogg.northwestern.edu/faculty/gordon_b/files/fb_comparison.pdf), not specific to retargeting, researchers found that observational methods generally overestimated ad effects compared with randomized tests. In half the studies, the estimated lift in purchases was off by a factor of three.

Retargeting can work. In a [ghost ads experiment](https://papers.ssrn.com/sol3/papers.cfm?abstract_id=2620078) on an online retailer's display retargeting campaign, ads lifted site visits by 17.2% and purchases by 10.5%. As an illustration, a 10.5% lift means about 10.5 of every 110.5 purchases by people who saw the ads happened because of them. A report crediting all 110.5 would overstate the effect about tenfold. Your platforms' windows won't credit exactly that set, so test your own.

## How do you measure retargeting incrementality?

Hold out a random slice of the audience and compare both groups in your own order data.

1. Assign people with a stable ID: customer ID or email for lists, and for site visitors a first-party ID your server sets, which Safari's 7-day script limit doesn't touch.
2. Let only the treatment group into retargeting audiences. Upload only treatment emails, and fire the audience event only for treatment visitors.
3. Treat both groups the same everywhere else. If prospecting excludes past visitors, it excludes the holdout too.
4. Run for at least four full weeks.
5. Incremental revenue is the gap in revenue per person times the size of the treatment group. Divide it by spend for incremental ROAS, and by platform-reported revenue for your incrementality factor.

Holdouts need volume. As an illustration, if 4% of the holdout buys and you want to detect a lift to 4.4%, a 50/50 split needs about 39,500 people per group at 5% significance and 80% power. A 10% holdout needs about 222,000 people in total. Short of that, run longer or use a geo test. ## Setup checklist

1. Wire your consent banner to Google consent mode and Meta's consent calls, and test it from the EEA and UK. Our [landing page checklist](https://roasexpert.com/blog/landing-pages-for-paid-traffic) covers the setup.
2. Send purchases, leads and sign-ups through the Conversions API and enhanced conversions, deduplicated against your browser tags, with hashed email and phone wherever you have them.
3. Store click IDs on your server.
4. Build site audiences by intent with short windows, plus Meta and YouTube engagement audiences.
5. Upload customer lists weekly, and exclude recent buyers everywhere using both lists and pixel audiences.
6. Cap frequency where you can, and set budgets from a target frequency where you can't.
7. Check sensitive-category rules before you build audiences.
8. Run a holdout before raising budget.
9. Each month, check segments against the size minimums.
